Qualifications: Each of the eight (8)
council members and the mayor shall be a citizen of the United States of
America, have been a resident of the State of Texas for a period of at least
one (1) year, have been a resident of the City of Stephenville for a period
of at least six (6) months, be a qualified voter of the State of Texas,
shall not be in arrears in the payment of any taxes or any other liability
due the city, and citizens who run for election from a single-member
district, must have been a resident in that district for a period of at
least six (6) months prior to the election date. (Art. III, Sec. 7, City
Charter)
MayorTerm: The mayor shall be elected from
the city at large for a term of two (2) years or until his successor has
been elected and duly qualified. The mayor shall be elected on the second
Saturday in May each even-numbered year. (Art. III, Sec. 2, City Charter)
Terms: There shall be eight (8) members of
the city council elected at large from the City of Stephenville. Council
members shall be elected for a term of two (2) years, four (4) council
members being elected each year. Those council members who are elected in
the year 1964 shall, after their election, draw for places 2, 4, 6 and 8,
and those council members holding over who were elected in 1963 shall draw
for places 1, 3, 5 and 7. Thereafter council members shall run and elected
by place designation. (Art. III, Sec. 5, City Charter)

STANDING COMMITTEES OF THE CITY COUNCIL
Each committee is comprised of four council members. These committees are
realigned each year following the City General Election in May.
Finance Committee: Investment policies,
expenditures of Child Safety Fund and Hotel/Motel Tax, liaison with Central
Appraisal District, review audit, other policy matters within the Finance
Division.
Nominations Committee: Recommend to full
council the names of citizens to serve on advisory boards and commissions.
Personnel Committee: Personnel policies,
salaries, and benefits, classification and job descriptions, health
insurance, workers compensation, and related matters.
Planning and Development Committee: Liaison
with Planning and Zoning Commission and trade boards, code enforcement, sale
or acquisition of city property, traffic, streets, drainage, and related
matters.
Public Health and Safety Committee:
Policies relating to emergency medical service and emergency preparedness,
review of ordinances pertinent to health and safety, and other public safety
policy matters.
Solid Waste Management Committee: Landfill
policies, gate fees, long-range planning for future landfill, recycling,
composting, and other policy matters affecting solid waste management.
Public Works Committee: Policies and issues
relating to ground and surface water supply, water conservation,
distribution planning, waste water treatment and collection improvements,
and related matters.
CITIZEN COMMITTEES
Planning and Zoning Commission: Comprised
of ten volunteer residents, each serving a two-year term. P&Z makes
recommendations to the council on comprehensive planning, zoning,
subdivision plats, and other related land issues. P&Z meets on the third
Wednesday of each month at 5:30 p.m., Council Chambers, City Hall
Board of Adjustment: A five-member board
(up to four alternate members). A quasi-judicial board which can make
interpretations of the meaning and intent of the Zoning Ordinance; may grant
special use permits for conditional uses in a zoning classification or
variances to Zoning Ordinance requirements.
Building Board: Five-member board.
Addresses issues relative to the Uniform Building Code; provides for the
issuance of permits and collection of fees; and regulates activities
affecting all building and structures inside the city.
Mechanical Board: Five-member board.
Addresses issues relative to the Uniform Mechanical Code; provides for the
issuance of permits and collection of fees; and regulates activities
affecting heating, ventilating, cooling, refrigeration systems,
incinerators, or other miscellaneous heat-producing appliances inside the
city.
Electrical Board: Five-member board.
Addresses issues relative to the National Electrical Code; provides for the
issuance of permits and collection of fees; and the inspection and
regulation of the installation of electrical wires and apparatus inside the
city.
Plumbing Board: Seven-member board.
Addresses issues relative to the Uniform Plumbing Code; provides for
issuance of permits and collection of fees; and regulates activities
affecting the maintenance or use of any plumbing or rain water system or
parts thereof inside the city.
Dangerous Buildings Abatement Board:
Five-member board. Provides for the inspection of buildings within the city
and assigns authority for declaring dangerous buildings to be a nuisance.
Further provides for an appeals process and defines said procedures.
Airport Advisory Board: The Airport
Advisory Board makes recommendations to the city council in respect to
construction, expansion, improvements, maintenance, and operations of Clark
Field Municipal Airport. The board consists of seven (7) members appointed
by the City Council.
Parks and Recreation Advisory Board:
Seven-member board. Advises the city council on policy matters concerning
the planning, acquisition, operation, and use of parks, playgrounds, and
open spaces; and recommends policies on recreational programs.
Senior Citizens Advisory Board: Five-member
board. Advises the city council on policy matters affecting the Stephenville
Senior Citizens Program of the parks and recreation department.
Library Advisory Board: Seven-member board.
Advises the city council on policy matters concerning the planning,
acquisition, operation, and use of library and recommends policies on
library programs.
Water Conservation Committee : A five-member
board. Advises the city council on policy matters concerning the city's
water conservation and works to minimize the adverse impacts of water supply
shortage or other water supply emergency condition.
Western Heritage Board: The Western Heritage Board serves in an advisory
capacity to the City Council and Chamber of Commerce Executive Committee on
matters concerning Western Heritage Events and Programs. The Board consists
of five (5) members appointed by the City Council and Chamber of Commerce.
